Cybersecurity 2026: Concern Dialog’s publication in the Chambers Global Practice Guide 2026

Concern Dialog is pleased to announce the publication of the Armenia chapter in the newly released Chambers Global Practice Guides – Cybersecurity 2026, one of the world's leading legal reference publications providing comparative analysis of legal frameworks across jurisdictions.

The Armenia chapter was authored by Concern Dialog Senior Partner Narine Beglaryan, Senior Associate Ani Mkrtumyan, and Legal Assistant Ashot Aghgashyan.

The publication offers a comprehensive overview of Armenia’s rapidly evolving cybersecurity regulatory landscape, with a particular focus on the country's newly adopted Law on Cybersecurity, which entered into force in January 2026 and established the foundation for a new national cybersecurity framework.

The guide examines key developments affecting both public institutions and private-sector organizations operating in sectors considered vital to the country, including financial services, telecommunications, healthcare, information technology, transportation, energy, and other critical infrastructure sectors.

Among the topics covered are:

• The structure of Armenia’s new cybersecurity regulatory regime and the responsibilities of newly established regulatory authorities;

• Identification and regulation of critical information infrastructure and information systems operating in sectors of vital importance;

• Mandatory cybersecurity requirements, including risk management obligations, internal cybersecurity policies, appointment of cybersecurity specialists, and periodic cybersecurity audits;

• Cyber incident notification requirements, including the obligation to notify competent authorities within 24 hours in cases of incidents with material impact;

• Operational resilience and cybersecurity obligations applicable to financial institutions, including penetration testing and information security requirements established by the Central Bank of Armenia;

• The relationship between cybersecurity and personal data protection, including data security and breach notification requirements;

• Emerging regulatory considerations related to artificial intelligence and cybersecurity.

As Armenia continues to strengthen its cybersecurity governance framework and align with international standards, understanding the new legal and compliance requirements has become increasingly important for businesses, technology providers, financial institutions, and public-sector entities.

The publication serves as a practical guide for organizations seeking to navigate the evolving cybersecurity environment and assess the impact of new legal obligations on their operations.
